The service line is a small diameter pipe (typically between 3/4 and 1 inch) that conveys water from the District’s water main and a building. The service line also has the water meter installed on it. Ownership of this service line is typically split, where the District owns the portion between the water main and the meter, and the property owner owns the section from the meter to the building.
The Environmental Protection Agency (EPA) created a set of new regulations called the Lead and Copper Rule Revision (LCRR). This gives the District guidance on how to create an inventory of all the service lines in our District, as well as the material of the service line. Unfortunately, very little information was ever recorded on the customer side of the service line. For lines that have no or little information, we mark the material type as “unknown”.
During the process of creating our inventory, we found no record of lead services; however, we had a very large amount of “unknown” materials.

The District is committed to the health and safety of our customers. We are working in conjunction with the Washington Department of Health (DOH) to eliminate many of these “unknown” service lines in our data. This includes doing a deeper analysis of the information available to us, conducting field surveys, and soliciting information directly from our customers.
